Error message: “An unknown error has occurred(30)”

Security Restrictions on PDFs

Sometimes, when one attempts to upload a document, the upload fails and an error message appears: "An unknown error has occurred(30)."  

This error occurs because of security settings embedded into the PDF file.  The online system only accepts PDFs without security restrictions.  

Please remove the security restrictions by doing one of the following:  

  • Contact the party that created the file to obtain a version free of security restrictions.
  • Print out the file, scan the pages, and combine them into one PDF.
  • Copy the contents of the PDF into a Word document.
  • Take screenshots of the pages of the PDF file, and then create a new document using those screenshot images.
